Following Yunnan and Heilongjiang, Jilin is expected to become the third Province in China to open up industrial hemp cultivation in 2019.

Jilin radio network (jlradio) reported on January 13th that the Jilin Academy of Agricultural Sciences and Holland FG co founded the Jilin Research Center for hemp engineering, signed the agreement on industrial marijuana cooperation research, and introduced the successful results of twenty years of research on cannabis in Holland, making the industrial hemp industry the Jilin's new economic growth point.

The two sides will form a cooperative R & D institution, relying on the Jilin hemp Engineering Research Center, to develop and breed industrial hemp varieties, production technology, product processing and bioactive ingredients extraction technology.

Public information shows that industrial hemp is not considered to have the value of drug use and can be applied to such fields as textile, paper making, food, medicine, health, daily chemical, leather, automobile, building, decoration, packaging, etc.

According to the website information of Jilin Provincial Public Security Bureau, in September 2017, the Provincial Public Security Bureau has declared the Jilin Provincial Drug Control Ordinance as a local legislative item in 2018.

In March 2018, the provincial government put the Jilin Provincial Drug Control Ordinance into the legislative items of this year's local laws and regulations, and took the "industrial hemp management" as a separate chapter. The definition, nature, and breeding, planting, processing and marketing of industrial hemp were stipulated, and it was clear that the industry supervision should be strengthened on the premise of orderly liberalization.

After the deliberation and approval of the provincial Party committee of the Public Security Bureau, the provincial government will be reported to fulfill the legislative procedure.

Therefore, Jilin is expected to become the third Province in China to allow industrial hemp cultivation.

According to reports, Yunnan is the first province to open industrial hemp cultivation in China. Since January 1, 2010, it has formally implemented the "Yunnan Province Industrial cannabis cultivation and processing license regulations".

According to the data provided by the Bureau of narcotics control of the Yunnan Provincial Public Security Bureau, since 2010, Yunnan has approved more than 220 thousand acres of industrial hemp in 38 counties (cities and districts) of 13 states (cities).

Heilongjiang follows Yunnan's footsteps.

In 2017, Heilongjiang province amended the drug control ordinance, allowing industrial cannabis cultivation, and special management of industrial hemp cultivation, processing and marketing.

In 2018, Heilongjiang Province issued the three year special action plan (2018-2020) of hemp industry (hemp hemp in China's Yunnan and other places called hemp). It plans to build the largest hemp industry base in China and even in the world in 2020, and strive to form 70 thousand tons of deep hemp processing capacity in the province, 10 thousand tons of hemp seed deep processing capacity, 10 thousand tons of leaf deep processing capacity and 300 thousand tons of straw core comprehensive utilization and processing capacity, initially forming hemp planting and processing system of hemp planting, fiber processing, seed flower leaf deep development, and straw core comprehensive utilization.

 

Scope of use of industrial hemp

"China securities broker" said that China is already a big industrial hemp growing country.

According to the "China Agricultural Statistics Yearbook" and the statistics of the United Nations Food and Agriculture Organization, China's industrial hemp planting area accounts for about half of the world's total.

According to the test, the CBD content of the cultivar reached 2.09%, the THC content was 0.14%, and the flower leaf yield increased by more than 22% than that of dioecious (CBD was mainly extracted from flower leaves).

Judging from the announcement of Shun Hao shares, the best cultivar planted in Yunnan is Yun Ma 7.

At present, the latest variety of Yun Ma 8, which is identified by experts, has an average CBD content of 1.33%.

Obviously, there is a clear gap between China's industrial hemp seeds and the international average level.

At present, China's research in the field of cannabis drugs is ahead of the world, and patents in related fields surpass the West.

For recreational marijuana with high THC content, China regards it as a drug and strictly prohibits production, pportation and use.

In fact, China is the most stringent country in the management of the production, trade and consumption of cannabis.

"Global Times" quoted Dr. Hua Zhendong, deputy director of the narcotics information technology center of the Ministry of public security, as saying that the US media reported confusing the concept of industrial hemp and drug cannabis, and that the drug cannabis on the Chinese market came mainly from smuggling of foreign countries rather than domestic production.
